Make a Submission
The Royal Commission into the Integrity of Major Public and Civil Infrastructure Construction Projects in Victoria invites individuals and organisations to make submissions relevant to its Terms of Reference.
The Commission wants to hear from people and organisations who have information, experiences, ideas or opinions about matters within its Terms of Reference. Submissions can assist the Commission to understand issues relevant to its inquiry and help inform its investigations, hearings and final report.
How to make a submission
To make a submission:
- Download and complete the submission cover sheet (PDF).
- Prepare your submission in one of the following formats:
- An email; or
- An attachment in a commonly used and readable electronic document format, such as Microsoft Word or PDF.
- Email the completed submission cover sheet and your submission to:
You may attach supporting documents if they are relevant to your submission.
While submissions can be made by email using the submission cover sheet, the Commission will make other submission channels available in due course.
Who can make a submission?
Anyone can make a submission, including:
- Members of the public;
- Industry participants;
- Businesses and organisations;
- Representative bodies; and
- Government agencies.
Submissions should relate to the Commission's Terms of Reference.
What happens to my submission?
Every submission received by the Commission will be recorded and considered.
The Commission may contact you to seek further information or clarification. Making a submission does not mean that you will be called as a witness or invited to participate further in the inquiry.
Publication and confidentiality
You can make a public, anonymous or confidential submission.
Submissions are generally public and may be:
- Published on the Commission's website;
- Referred to during hearings; or
- Referenced in the Commission's reports or other publications.
You may request to:
- Make your submission anonymous; or
- Request that all or part of your submission be treated as confidential.
The Commission will consider all requests for anonymity or confidentiality. If you have questions about publication and confidentiality, or need support, you can contact the Commission at submissions@rcimcp.vic.gov.au.

Important information
If you wish to report a suspected criminal offence, you should contact Crime Stoppers Victoria on 1800 333 000.
Making a submission to the Commission does not replace reporting a matter to law enforcement authorities.
The Commission will publish the closing date for submissions once it has been determined. The Commission is required to report to the Victorian Government by no later than 20 August 2027, or such later date as may be agreed.

The Royal Commission into the Integrity of Major Public and Civil Infrastructure Construction Projects in Victoria is committed to protecting the personal information it collects and managing that information in accordance with the Privacy and Data Protection Act 2014 (Vic) and the Inquiries Act 2014 (Vic).
By submitting a submission cover sheet and a submission, the Commission may collect personal information including your name, contact details and any other information you choose to provide. If you do not provide contact details, the Commission may be unable to contact you regarding your submission.
Personal information collected by the Commission will only be used for the purposes of carrying out the functions of the Commission. Your personal information will not be disclosed to third parties unless required or authorised by law, or with your consent.
