Hearings
The Commission is committed to transparency and the principles of open justice. Wherever appropriate, hearings will be conducted in public to ensure the community can observe the Commission’s work.
Public hearings will be live streamed and recorded, and transcripts will be published on this website as soon as practicable.
Information about upcoming hearings, including the Commission’s sitting schedule, hearing dates and other relevant details, will also be made available on this website.
In certain circumstances, the Commissioner may determine that a hearing should be conducted in private. Private hearings are not open to the public and restrictions may apply to the publication or disclosure of information relating to those proceedings.
Opening hearing
The Commission’s opening hearing will be held on Wednesday, 23 September 2026, commencing at 10 am in Court Room G.2, Melbourne Magistrates’ Court, 233 William Street, Melbourne.
A live stream link will be published on this website before the commencement of the hearing.
Members of the public wishing to attend should note that entry to the Melbourne Magistrates’ Court is subject to the Court’s conditions of entry and security screening requirements.
Public seating is limited and admission to the hearing room cannot be guaranteed.
Members of the media seeking information about the hearing or the work of the Commission should contact the Commission directly at media@rcimcp.vic.gov.au.
Live streaming and recording of hearings
Public hearings of the Commission may be live streamed, recorded and photographed. Video, audio and images from hearings may be broadcast, published on this website, reproduced by media organisations and retained as part of the public record of the inquiry.
Members of the public attending a hearing should be aware that, despite efforts to focus cameras on the Commissioner, Counsel Assisting, witnesses and legal representatives, individuals present in the hearing may be captured in live streams, recordings, photographs or other media coverage.
By attending a public hearing, you acknowledge that your image, voice or likeness may be recorded, broadcast or otherwise published as part of the conduct of the hearing.

The Commission’s sitting schedule will be made available once finalised and may be updated from time to time to reflect the requirements of the inquiry.
Leave to appear
Leave to appear means the Commission has given permission for a person or organisation to participate in a hearing, for example, to ask questions of witnesses or make submissions.
Attending hearings
You do not need leave to appear to attend or observe a public hearing. Unless otherwise specified, Commission hearings are open to the public.
Who can apply for leave to appear?
The Commissioner may grant leave to appear to a person or organisation who:
- has a direct or special interest in the subject matter of the inquiry;
- may be the subject of an adverse finding; or
- is able to assist the Commission on matters being examined.

How to apply
Applications for leave to appear must be made in the approved form and submitted to the Commission by email.
Applications should include a brief statement explaining why leave to appear is sought and should be lodged no later than the applicable deadline published by the Commission.
